It's alleged that the taxi's brakes failed while coming down the hill, the driver lost control and rolled multiple times before coming to a rest after crashing through a wall.
On assessment it was found that two passengers had sustained fatal injuries and showed no signs of life. They were declared dead on the scene.
Fifteen others were injured, with seven in a critical condition and the rest with moderate to serious injuries - most requiring Advanced Life Support intervention.
The patients were triaged and stabilised at the scene before being transported to various nearby hospitals for further management.
The exact cause of the collision will form part of a JMPD investigation.
JMPD's specialist Accident Reconstruction Unit were at the scene to determine the exact events leading up to the horror crash.
